If you read the article carefully, it's all speculation as they say in the second to last paragraph that they are not sure what the announcement is.
Also something else to keep in mind, AT&T just renewed it's exclusivity contract with Apple last year and it doesn't end until 2012. I highly doubt Apple is willing to break that contract and face a lawsuit from AT&T.
