I'm sure he's pointing to the fact that history will repeat itself in regards to performance; remember, gasoline power engines also started with small amounts of horsepower and torque but came to be what you see today, so it remains with a high degree of certainty that alternative fuels will go through the same phase. Of course, this all assuming that entrepreneurs aren't punished to do so as they are now or will probably become so.
