I wouldn't say lazy, but complacent. When the f-body ceased production, they really had no incentive to step up the performance of the Mustang. They had no direct competitor. As others have pointed out, in the absence of competition, there really is no business reason to do more than make subtle improvements to the car.

I'm pretty sure, given the length of time that it's taken GM to get the Camaro in production, they were fully aware of what would be coming. I figure they just have their own priorities and timelines for what they want to do that is independent of anything that GM does.
