If someone wants to get their car smashed, where is the danger? Are we afraid that we'll soon run out of barely serviceable 89-92 Honda civics?

If this law said anything close to "IF YOUR CAR ISN'T EFFICIENT, YOU MUST SMASH IT" I'd grab my pitch fork, light a torch and hop in line with the rest of ya'll... But it doesn't. It says "If you've got a car you can't get rid of, get it disposed of, and we'll help." Wheres the negative? Most of the negative I've seen so far is people concocting the most enraging and terrifying hypothetical they can think of... I've yet to see anyone say anything in this thread that makes me go "Oh well... maybe it's not such a good idea."
I stopped reading right there... You people need to get a reality check, you as a person (and us as humanity) have such a small impact on the planet that it will not change a climate or cause global warming in and of itself.

Global climate is changing, but its in no way caused by humanity, its a natural course of the planet. If you think that you(or humanity) can make a difference in how the climate changes you are indeed naive, have no concept of the size of the planet, or of scope of reality.

The problem I have with these ideas is.. what happens when there are no used cars for teens and lower income families to buy? These are the people that depend on the sub 10k price cars.. and if they get taken away.. where will they go for transportation?
