Perhaps this is just a bit naive on my part, but i don't see the justification for the uproar here.

Many people have cars that they would like to get rid of, but they can't. These cars are doing countless damage to the environment, and our wallets (increasing demand for gas, thus increasing the price) as well as the wallets of whoever owns the car.

If someone wants to get their car smashed, where is the danger? Are we afraid that we'll soon run out of barely serviceable 89-92 Honda civics?

If this law said anything close to "IF YOUR CAR ISN'T EFFICIENT, YOU MUST SMASH IT" I'd grab my pitch fork, light a torch and hop in line with the rest of ya'll... But it doesn't. It says "If you've got a car you can't get rid of, get it disposed of, and we'll help." Wheres the negative? Most of the negative I've seen so far is people concocting the most enraging and terrifying hypothetical they can think of... I've yet to see anyone say anything in this thread that makes me go "Oh well... maybe it's not such a good idea."
