The way I read the post it says New or Used as long as it's a model year of 2004 or later.
25% better in fuel mileage? I don't fully understand the CAFE calculations, but if it's fuel mileage then if you crush say a Jeep Liberty 
then you could easily get a better deal than a trade in on a new Camaro.
Then again, it's gonna find some way to benefit anyone but me.
