It's because we generally do not get windy days, or even days where a strong breeze is common. If the air doesn't move, then whatever you put in it will stay right above you until the wind picks up.

And I have been here 55 years, believe me this air in L.A is the cleanest in that time and thats per the reports.I used to do sports when it was really bad and it was hard to breath and run at the same time! We must be doing something right even with all the excess people.
