This approach is ridiculous and futile, but as long as the “Accelerated Retirement of Inefficient Vehicles Act” or "Cash for Clunkers revised" is optional for those willing to be participants, I don't see how it threatens anyone. Who is going to turn in a classic, vintage, or any car of real value for $4,500?
