Reason being.. The MST-01 is built for economy and not power. If you read Motus' idea behind the bike itself it makes sense as a long haul sport tourer. Cushy ride, storage space, comfort, economy, comfort. Are Ninja 650s comfortable after a 300 mile ride?
Now if they wanted to make it a brute 1650 they probably could.
I'm willing to say it's all in the programming of the engine's fuel management system. I seem to recall a certain LS series motor having less power than it's brothers due to fuel management/valve train changes.
