While it is true that, at some point, everyone can get a little caught up in their jobs, this system is designed not to allow abuse. An officer cannot simply stop your car because he wants to write you a speeding ticket. An officer can't even stop your car if you've just committed a bank robbery and are in the process of fleeing from half the state's troopers. The article states that the only way for an officer to halt acceleration is if the owner of the car calls in to report their car stolen. Even then, the officer has to contact On-Star and verify they are pursuing the correct vehicle (On-Star sends a signal to the vehicle causing its lights to blink). Now, the vehicle can be halted, by On-Star not the officer.

Using your taser example, this would require the victim to call some central civilian agency which would call the suspect so their phone will ring. At this point the officer can verify that he is pursuing the correct suspect. Now he must contact this agency and have them turn on his taser before he can take down the perp. Now, let's not forget, all of this only works if the cell phone in question is a subscriber to this feature.

I think this would prevent a lot more abuse than it would allow.
