The problem is, this is a PRIVATE COMPANY, not government. They issue the tickets, run the speed cameras, and forward the state's "cut" to the government.
It's like in "Robocop" when they outsourced the cops to OCP!
Also, as a TV reporter, I hate reporters some times. The guy says in the video, "at one point his odometer hit 8- miles per hour..." ODOMETER? Really?
