The second Keyhole in the Bugatti is to allow top speed mode which lets it hit 253 mph, other wise it is limited to "only" 220 mph. Using the separate key on the Bugatti change a lot of things (retracts the wing, adjusts the diffuser, lowers the suspension to almost ground kissing), its something that you would never use on the street nor would you ever want to accidentally engage.
