Yep, I found this comment in a local story about a bullying incident:
"I am an OKCPS mid school teacher. Today in a staff meeting the teachers were informed by our principal that we can not restrain students or break up fights. Our principal doesnt necessarily agree he was just informing us of what we had to do.
Take this scenario: a strong, aggressive bully attacks an innocent weaker student. The innocent student tries to defend himself but to no avail. Teachers can not save him. We can not even walk between them to keep one away from the other. That is considered restraining."
