It’s not right but part of the bad economy and wont get better till it does.
Though there are some who will never have it or even a license.
They know the system you can get away with allot of traffic stuff with no to little jail time, as its traffic stuff n they barely have room for the murders.
A 30-90day stay to visit your homies is no big deal. Less a junky.
