Hate to break it to ya but the "doctor's note" won't actually work in court against a halfway decent judge and prosecuting attorney.
I know the skin disorder that has been mention (Photosensitivity) as I went to school with a kid who had it. He only had a MILD case but yet him and his parents had to have their vehicles specially made with windows and tint that you can not buy (they was also federally required to be badged as being built for such a propose) and he also had to wear a full body suit with built in breathing apparatus.
Do you go around wearing such a suit? Do you have a specially made windshield for when you have to drive into the sun? Is your car badged as being specially built for people with Photosensitivity? If you're not sensitive enough to be able to drive into the sun or to wear a suit then you are not sensitive enough to warrant such a dark tint on the front windows. All of this will be pointed out in court.
