You would test end to end with a multimeter. It won't reach upstairs to your end, and downstairs to the router end.

They make tools for this type of testing, but it's not worth buying them for one time, they're not cheap.

Monoprice.com is geek cable headquarters, if you need a new one.

Or steal your brothers, with a coupler, or share your brothers with a switch.

Cheapest, best fix - Run a new cable

Best, not so cheap fix, the wireless scenario.
