There are a few departments around that don't have quotas. The one I work for is one. We do not have to write a certain number of tickets a day, a week, a month. There have been times when I haven't written a ticket all week, but instead concentrated on other stuff. I still pulled people over, using whatever pc they gave me, ie;speeding, but was looking for other, items, lol.
Like mentioned above though, all one has to do is not speed, is buckle up, and stay off their phones, etc., to avoid having to deal with us.
