The Truth About Ticket Quotas
They do exist. The NYPD has been outed by a recording that became the property of the New York Times.
I am interested to know about the legality of this sort of system.

I've been waiting to see another article about this, because despite what the many people don't want to believe, quotas exist, and they are real, and more districts enforce them than a little. The police, no matter how much evidence or "proof" you ever have, they will never admit to it, because an admittance would mean fraud and and fraud would be a crime. You see, what alot of you fail to realize is this,....the police are not put in place to "protect and serve" you. They are put in place to enforce laws and codes.
Officers who served the people with the Constitution in mind were known as "peacekeepers, now, they are no longer "peace-keeper" but "police"! If you break the code, we are coming for you. The whole idea of "police" is nothing more than a business. This is a fine instance in which they were caught red handed in the cookie jar forcing officers to "find criminals" or face "consequences", such as job loss. I'm telling you, don't take this personal, but it's nothing more than business; they're job is to make money. It's no different than working for any other corporation, criminals equal money. The more we bring in the more money we make. So go out and find criminals, even if they aren't any! Find some, or else!
They're in this to make money, not protect and serve the peace. Don't believe me, you don't have to, just look at the prisons. Consequently, the more they keep you in court, the more money they can squeeze out your wallet. You remember that.
