I don't remember the exact numbers, but I remember having a discussion with a retired OKC police officer about quotas. He said that OKC has a quota, but its very low. Like, 5 tickets and 10 warnings a week. He said he usually hit his quota on the first day of the week, without really trying.

Personally I have nothing against quotas as long as it doesn't get to such a high level that cops feel pressure to falsify tickets.
