Actually the Mopar 10's hood scoop is functional. The Mopar Apperance Pack hood (which has been an available package for a long while now) isnt functional.

Its just a gimmick, and I'm pissed at Mopar for doing it. They want 39,000 to start for it, essentially an appearance pack car. Now..if they had included a blown 5.7L with an aluminium block and forged bottom end..then I'd gladly pay 40,000 for it. It would be totally worth it to have a limited edition (500 cars) Challenger with 450+ RWHP and 3990LB curb weight.
