Sounds to me like the officer was just being a jack ass to be honest...

Every state is different... Some states say issue a warning to out of state drivers, some states say out of state plates are exempt, and some states allow ticketing...

In Georgia, it's a ticket if your tint does not meet Georgia tint laws even if you have out of state plates...
