No it's not. That's the last-gen CTS-V, which was a mediocre attempt. Top Gear loved the new CTS-V.

Of course there isn't a line to get one. It costs a ton of money. The ZR1 outperforms vehicles that cost three times as much but there isn't a waiting line for that car. It's just basic economics, the more expensive a product is, the fewer people can afford to buy it. Duh.
