If I were to design a hail-proof car cover, I'd use a medium weight foam-rubber, say 3/8" thick. That should be enough to dissipate enough of the energy from the impact. It would have to be made up of several panels so that it can still be folded up with relative ease. Could probably get away with having it just covering the horizontal surfaces, since the vertical ones hardly ever get hail damage.

Someone probably sells an anti-hail car cover already
