A traffic violation on the other hand has to be witnessed by a LEO in order for the violation to have happened. It's a moving violation, which would be different than leaving the scene or something of that nature.

I agree I mean the kid is an idiot and you should never ever speed, most of all in a residential area. With that said the kid could have gotten out of it. A forum post is not sufficient evidence to convict someone of a crime. I understand that there was a witness that would testify that they saw a M5 speeding in the area however that is circumstantial evidence and there was no proof that it was
his M5. My guess is that the police intimidated him during questioning and got him to confess to it because the kid just didn't know any better.
