Either way....I feel cheated.

I don't think you grasped what he meant by 86% throttle (even though it is bologna). Adding "14% throttle" wouldn't change where peak power is made.

FYI...the 5.0 makes peak power at 6600. One of the main advantages to a "tune" in the 5.0 is raising the rev limiter from the stock 6850 rpm (which really hurts for drag racing) to up over 7000 rpm. The usefulness of this is in letting the engine make more AVERAGE HP in each gear, by allowing higher rpm shifts, thus keeping the engine from falling too far out of its powerband when you engage the next gear.

I'd like to see a dyno... usually at a certain RPM torque starts to drop way off so I'm not sure how much benefit you'd get out of this even if it were true.
Torque starts to drop off after the torque peak, which in both the LS3 and especially the 5.0 is well below peak HP. I suggest researching the relationship between HP and Torque. Recommend not doing it on one of these forums.

I'm guessing what could be said is that while "mashing" it only gets you 86%, all these cars are drive by wire, and completely controlled via the ECU, so you know non of these cars (Camaro included) are getting the max possible throttle, b/c they are all redlined and cut off for warranty/durability purposes.
I don't buy it. I think both are getting full throttle. Of course their rpm is limited, not only for warranty and anti-stupidity purposes, but also because there is indeed an rpm beyond peak HP in which the production of useful power ceases.

It should be noted that in stock form, GM's limiter allows the driver to take better advantage of the LS3's powerband than Ford does with the 5.0.
