Oh ok, I gotcha, and yes, if the cop is feeling spiteful they can definitely bust you on it whenever they feel like it :(

Most people driving too slow have a damn cell phone upto their ear and are merging lanes without looking or signaling -- those folks are dangerous -- alway stay away from them. More folks need wireless for their phones or a corded connection -- or just wait till you stop for calls -- most calls are not THAT important.
