That has not been my experience with Paypal at all. After ruling in my favor on an item that I paid for but never received, the only thing Paypal would do is to take my money out of the Seller's (I use that term loosely...might should call him the thief) Paypal account. Of course, the thief had plenty of time in the process to clean out his Mother's Paypal account and did so. Paypal would go no further in getting my money back...I lost $350.
It's a civil matter...the local authorities aren't going to get involved anymore than the FBI will. If you track the thief down and beat the snot out of him, you're guilty of assualt and the authorities will get involved to cart you off to jail.
Bottom line: ALWAYS use your credit card (not a Paypal card but a Mastercard or VISA) as your primary funding source with Paypal...ALWAYS!!! Your credit card will first refund your money and then bring their considerable resources to bear on the thief and Paypal can't do much to protect the scumbag at that point. IMHO, Paypal has the Seller's back and despite their propaganda to the contrary, they will do little to nothing for a cheated Buyer.
