Tell paypal you never recieved item and file a chrageback, as well go to your bank and tell them that the money was taken fraudulently from your bank account.

you gifted him the money. period. you gifted a totally random stranger money (?!?!?); in a legal sense this is no different then handing them cash and saying goobye.
paypals legal wording removes them from liability, same with your bank and your credit card (if used). never ever gift someone money unless you actually gifting them some money; you got scamed and owned. next time read up on what doing something entails before you do it (and sure as hell dont think that your helping someone out by not paying for a purchase so they can get around the 3% fee).
the cops wont do anything as there hasn't been an actual crime commited; it's a civil matter.
if you want to do anything useful, take the address and have him served in small claims court. you've got more then enough to get the judge to rule in your favor and depending on that state you can sue for around $5k to cover you money and your time lost.
