Its the mall's responsibility to provide adequate security for the safety of the employees as well as those in attendance. In Hawai'i there are regulations concerning any type of public gathering, there is a set amount of armed off-duty police for a certain amount of people. These off-duty officers are hired by whoever is putting on the event and keep things in check. That is something that your city counsel should look into if it is not already in the books. I was in Vegas at a Reggae performance couple of years ago and a fight broke out, cops were there in a minute, shut down the strip (It was said that that was the first time that that ever happened), the primary participants of the fight were all Polynesians like me, the focus should not be on the people but the act that was done.
