Okay. Let's say they did not greenlight the Camaro for production until 2007; that's still 2 years plus to bring the car to showrooms.
Here's the timeline, as I understand it, for the Gen 1. Feel free to correct me if I am wrong.
April 1965-Rumors of a GM competitor being built is rumored.
June 28, 1966-The Camaro is offically announced as a go for production.
September 12, 1966-Camaro is shown at various auto shows
September 29, 1966-Camaro hits showrooms and is for sale to the general public.
By your definition, that's 90 days from greenlight to showrooms. Even if you go back to the date of the rumors (which were no dount true) that's only 17 months.
