Stay away from the Chinese ones no matter the price! They may have a warranty, but I have heard horror stories about availability of parts (which you'll need cuz they're junk).
Scooters are fun for the purpose you're describing. I grew up driving Vespas and Lambrettas around and they are a lot of fun
