Administrators are all powerful. They decide who is a moderator, create the forums, have final say on the rules, and are usually the owners of the site. Moderators are like a combination of care taker and police officer. We clean up threads and forum subsections by deleting, merging, and moving threads/posts. We also try to keep the peace by issuing public warnings in problematic threads or by issuing infractions to those who break the rules. Administrators can do everything a moderator does if they want (Tran, our chief administrator does) but moderators are restricted in their powers.
