Administrators are all powerful. They decide who is a moderator, create the forums, have final say on the rules, and are usually the owners of the site. Moderators are like a combination of care taker and police officer. We clean up threads and forum subsections by deleting, merging, and moving threads/posts. We also try to keep the peace by issuing public warnings in problematic threads or by issuing infractions to those who break the rules. Administrators can do everything a moderator does if they want (Tran, our chief administrator does) but moderators are restricted in their powers. Often there will be different tiers of moderator, where some of the more junior mods can only use their power in certain sections or they can only move/delete/merge threads and posts but not infract or ban members.
