Disagree. 16 is fine but there should be a mandatory performance driving course for those who wish to own/drive a performance car. This would help lower insurance rates and hopefully reduce the number of "moments" seen today. It may also allow the manufactures of such cars to "open the doors" so to speak in building such cars. (Insurance regulators have the automobile manufactures by the nads.)
Same rules apply to those who chose to ride high performance street motorcycles. (Yes I am a licensed motorcyclist).
