In any event, thats the buyers problem, not the sellers. As a seller its not your responsibility to know whether the buyer can titler/register a vehicle in their home state.
Him buying it is contingent on this... he says its not worth it for him to buy the car if this is gonna be a big issue.

That said he figured it out this morning and we are good to go! Thanks for the help!
