The braking and handling should be better with the taller and more importantly and usually wider tire. The bigger tires put more of the tire on the ground, or contact patch, than smaller tires.
The 15 inch tire should have braked worse than the 16. That is of course assuming everything was equal on the test/surface and the tire design/tread/etc the same between the tire on the 15 and 16.
