I voted option 3, "no" though I don't think more bad than good would come from it. I just don't think any good would come from it. Once the officer pulls a young driver over and sees they're in this graduated phase, he could do whatever he would have done for a "stickered" driver at that point. All this would do would identify young drivers to other drivers in the way that "STUDENT DRIVER" stickers do - and I've never found that those affect how other motorists drive anyway.

His location says he's from British Columbia, so I'm going to guess no. But he wasn't saying anything about the pricing in New Jersey, just the pricing where he is.
