I voted option 3, "no" though I don't think more bad than good would come from it. I just don't think any good would come from it. Once the officer pulls a young driver over and sees they're in this graduated phase, he could do whatever he would have done for a "stickered" driver at that point. All this would do would identify young drivers to other drivers in the way that "STUDENT DRIVER" stickers do - and I've never found that those affect how other motorists drive anyway.
