No; I agreed with Tag about separate smoking areas being ok. However, in my experience, if there's smoke anywhere in the building it tends to pervade. Ideally, for my long-term health no smoking indoors is preferred.
Completely separate establishments is an interesting concept, here in San Diego there are many casinos on the Native American reservations we have. The big three that I grew up with have flourished and thrived and what's interesting is that the one that I visited the most often only has non-smoking sections, which are still open to the smoking areas; but the one that I visited most recently was not noticeably smoky, in fact I don't think there was any. (I honestly haven't done any research to see if it's actually smoke-free or not but the fact that it was absent is pretty compelling.) It does make a difference in the way you perceive a place too; now the smoke-free casino is my favorite and the other will probably not be visited any time soon. But I can see the other side saying that if they went to an establishment that didn't allow them to smoke and then one that did, they would probably frequent the smoking one over the non. So I guess separation might be a possible solution--

It doesn't always divide so neatly. Someone is always going to be unhappy; whether it's the smoker in the group of non-smokers that decide to go a smoke-free casino, or the non-smoker in the group of smokers attending a mandatory meeting with clients for work in a smoking establishment. My point is that sometimes in life you can't help where you are and protection for those times is ideal, though I do concede it isn't popular.
