It's a good idea...but the PM system is about as fast as you're gonna get on Vbulletin. Besides, generally, the PM will pop up when the user switches pages. If he/she doesn't switch pages -- it either means he/she is busy or not there at the moment...so IM really wouldn't help there.
On the original suggestion for the new posts tab. That's a good idea! I'm personally not familiar with what it would take to implement something like that, but we can certainly look into it when we want to "renovate".
In the meantime, are you aware that you can already do a few of those things?
