Because what you're saying is it's perfectly normal for police officers to turn their lights and sirens on for lunch time, go to a donut shop order a few donuts and coffee and sit down and talk to each other for hours. There is no emergency in the donut shop as I'm hanging out in there too and I'd see it.
Ok, I had to piece your sentence out so what I will do it go by each item I have made bold.

First one- You may not have been trying to group it with just one, but you did group it. How many times have you seen cops turn on their lights for a donut shop? Personally I have seen one cop turn on his lights to get to KFC, just one, and I knew he was a .... up.

Second one- should is a horrible word. You SHOULD not speed, but do you? You SHOULD not lie, but I'm sure you have. This world is NOT perfect, and it will never be. Hold yourself accountable for yourself, and if you see a cop acting stupid, you SHOULD call the local police station and report him/her.

Third one- Never is another horrible word. So there hasn't been one instance where you have seen a cop going the speed limit, if not slower? I know I have.
