Free-roam, cops, and more cars, yea, it's kinda like Carbon. I think it's more like Most Wanted, except now you're the undercover cop.
I like how they just totally went to live action cutscenes instead of live action edited to look like it's CG, haha. The new look gives it a movie feel.
