Minimum HP for 200mph

I am sure I am opening a can of worms, but I wanted to gather some opinions.
I frequent a few online boards and over the years I have come across some rediculous claims of top speeds for cars. Like a Supra with 500 rwhp claiming a top speed of over 200. Oh yea, he also claimed to do it on a weekly basis on public roads.
From a realistic standpoint, what is the minimum HP needed to hit 200MPH?
I am sure it will depend on the weight and drag coefficient of the car. So lets just make the playing field simple. Although weight isn't a big contributing factor for top speed runs, 3000lb car street car with a middle of the road drag coefficeint of around .30 to .33.
