Both involve laws that don't reflect reality. Obviously, civil rights takes the cake on significance to American history, but the laws as they are simply are not good enough. Traffic laws expect that a low score on a driving test makes you a safe driver. After expecting safe driving from irresponsible drivers, it expects that those same drivers drive at or under a speed limit when most drivers consider a speed limit a minimum with a range of up to 15 mph over depending on who you ask.
