Not trying to bust your balls here and I will let this go at this point but I have seen personally the police abuse their powers regularly and don't think it's cool.

Nope, I couldn't pursue him, against our policy.
It's hard to understand if you don't do the job day in and day out, I understand that. But believe me, the behavior itself is suspicious and it's my job to check that stuff out.
As for wasteful, not sure how stopping a car is wasteful if I'm not on another call. I've let many a person go from a traffic stop because something more important comes in like a shooting. If I'm in the middle of a stop and that comes over the radio, you'll get your ID back and a "It's your lucky day, I have to go, drive safe".
Wasteful, from where I sit, would be sitting in a parking lot all night and not stopping cars....then I'd be wasting your, and my money...it's both of our tax dollars at work.
