So yeah your right you could do these things but it would be wrong and waistful to do so while there are real crimes being committed. The type of activity you just described are some of the practices that give cops a bad reputation and most don't deserve it.
Think about this if your ever in this situation. Don't let your personal feelings of getting the one that got away cloud your judgement. I mean its not like Bin Laden got away! Really!

1. Cops don't tail people just to pull them over. You are paranoid. Most of the time, at least with the cops I know, they are not going to pull someone over just for having something (a baby shoe, like you mentioned) hanging from their mirror, unless its an obvious driving hazard and obstructing the drivers view.
2. Get off the whole "real crimes being committed." Unless the criminal is a blatant idiot, most "real crimes" aren't committed right in front of the officer. They are discovered after the crime and reported to the police. Which leads back to my first point.
3. If you are breaking the law, just expect at some point, to have to deal with the police and the consequences. If you don't want to have to deal with either, don't break the law. Its really quite simple.
