Not necessarily, paypal can overturn on disputes. That's why they reqire a cc or bank acct to register.

Did he send it thru ebay? If no, refund it. If yes, make sure shipping address matches acct address, and call the paypal acct. owner thru the phone number on paypal acct to verify it. Did you put AS IS SALE in the listing?

All of your seller protection is thru ebay, not paypal. You could cancel the sale and relist it... put a buy it now price on the car. Do ALL transactions thru ebay.
