I think you've fallen victim to wishful thinking. Any regulations the Mustang might have serious issues with, and the new regulations aren't nearly as radical as many seem to want to believe, don't go fully into effect until the 2013 calender year or later, by which point the revised S197 model will itself have been replaced.
There will be a 300lb difference, at a minimum, between the V8 Mustang and the V8 Camaro even after the heavier 5.0L debuts.
