Tells me that it could be one of several things:
- It was intended to be decoy, to allow for another plan to be implemented, or simply to gauge response.
- It was a real plan and will likely be scrapped since it is known
- It was a real plan and won't be scrapped, because who would ever expect someone to follow a publically known plan?
- It was never real in any way, shape or form and was invented to create a story when there is nothing at all.
- It's something that exceeds the limits of my logic.
