Democratic government is a system that pushes the people's views on the people. The only people opposed to getting their way are either power-hungry or insanely stupid.
There is no reason that democracy can't work in other countries. You can write bad constitutions or laws. You can produce bad governments. You cannot produce an undemocratic people. Everyone wants to have a say in public policy, whether through groups or their own participation.
No one in the world has made a good argument why a democracy can't work. They've argued that it can't work the way that some individuals—dictators, monarchs, tzars, emperors—want them to work. No political scientist, theorist, or government official in the history of the world has produced an argument that stood up to criticism saying that democracy doesn't work.
