Why is that funny? It makes perfect sense. You don't just automatically know all there is to know about alcohol when you turn 21 (or 18 if they lower the age limit). You have to learn somehow, so why not have it explained by mature adults that know? It'd be a lot better than some one getting alcohol poisoning from doing way too many shots in a row because they didn't know any better.
Of course a better approach would be for the parents to do this..... but come on, a lot of people don't have a clue how to be a good parent.
