In truth the cop taught him a lesson. But that lesson could have been learned earlier. Every ticket he gave him can easily be defeated in a court room. The partner (actual officer on duty) did not witness any of this, he was told. So in the end, he did nothing more than Inconvenience the kid and his Father, and in truth if the father wanted to take this further he could.
What he should have done is I.D. himself as a Officer and told the driver to pull over to the side. He then could have called his partner to come to the scene and went about what he wanted to do then. All of the crazy driving antics could have been avoided much earlier. As law enforcement whether you are on or off, or in your jurisdiction, you can prevent something from happening. As a Cop you are STATE certified. Not CITY certified.
Its fine that if wanted to give the kid some leeway, but the way he did it, makes it nothing more than going "Yeah...who's a bitch now ?" scenario than trying to stop someone from possible causing a major accident.
